FCT Land Reform: Wike Signs 26,272 Certificates of Occupancy under Tinubu’s Administration
The Federal Capital Territory Administration (FCTA) has produced and signed 26,272 Certificates of Occupancy (C-of-O) since President Bola Tinubu took office in 2023.
This milestone represents a 300% increase over the total number of certificates issued by the two previous administrations combined between 2010 and 2023.

A comparative analysis highlights the massive shift in land documentation efficiency under the current leadership of FCT Minister Nyesom Wike.
Between May 2023 and August 2026, 26,272 Certifcates of Occupancy have been issued under the Tinubu administration.
Comparatively, between 2010 to 2015 under former President Goodluck Jonathan, 5,500 Certificates of Occupancy were issued; while only 3,187 were signed and issued in the eight years of former President Muhammadu Buhari between 2015 – 2023
Clearing a Decade-Old Backlog
Many beneficiaries receiving their land titles under the Wike-led administration had been waiting for their allocations for more than 10 years.
Historically, delays in obtaining a C-of-O served as a severe bottleneck for Small and Medium-sized Enterprises (SMEs) in Abuja. Without official land titles, local business owners could not leverage their property as collateral to secure bank credit or financing.
Two-Week Processing Window
To resolve this issue, the FCT Administration has streamlined its bureaucratic pipeline. According to a statement released on Sunday by Lere Olayinka, Senior Special Assistant to the FCT Minister on Public Communications and Social Media, land allottees can now receive their C-of-O within two weeks of completing their required payments. Alongside the 26,272 signed certificates, the FCTA has cleared additional real estate transactions over the last three years, including 2,521 Consents to Assign and 177 Consents to Mortgage
