Reps House-Cleaning: Speaker Abbas Dissolves Standing Committees
The House of Representatives has ordered the immediate dissolution of all ad hoc committees after lawmakers repeatedly blew past statutory deadlines to submit critical oversight reports.
The sweeping directive, issued via an official circular by the Clerk of the House, Sidi Ibrahim, effectively strips powers from temporary panels that have outlived their mandates.
The Legislative Framework: How the Rules Were Weaponised
The mass dissolution was not arbitrary; it represents a strict activation of the House’s internal legal framework to curb committee excesses.
The clerk anchored the crackdown on two primary pillars of the Standing Orders of the House of Representatives. Order 18, Rule 5, provides that only two ad hoc committees formally requested and received emergency two-week extensions to finish their assignments.
The clerk confirmed those grace periods have officially expired. In Order 18, Rule 11, Paragraph 5, which is the time limitation clause, the directive noted that the rule imposes strict statutory limits on how long a temporary committee can exist. “Members are reminded that Ad Hoc Committees are temporary committees of the House established for specific and time-bound mandates,” the circular states.
Immediate Cease and Desist Ordered
The Clerk declared that because these panels exceeded their legally allotted timeframes, their continued existence became constitutionally “untenable.”
With the order taking effect since Friday, 28th August 2026, all affected chairmen must cease all investigative and oversight activities being carried out under the committees’ names. They are also to submit all outstanding reports, working documents, and official records to the Office of the Clerk for safekeeping.
The institutional house cleaning comes as leadership looks to streamline operations within the 10th National Assembly as it countdowns to its final months. By cutting the fat of prolonged temporary panels, the House aims to return legislative focus to its 134 permanent standing committees, forcing greater adherence to constitutional duration rules and strict reporting obligations.
