Nigeria Civil Service Begins Strategic Implementation of Digital Transformation
ABUJA, NIGERIA — The Federal Civil Service has officially transitioned into the implementation phase of its digital transformation agenda.
This milestone follows the inauguration of an 11-member Technical Working Committee by the Office of the Head of the Civil Service of the Federation (OHCSF).
Driving Measurable Improvements
During the inauguration, the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, emphasized that the initiative represents a major breakthrough in reforming public administration. She noted that the shift must now translate into visible, measurable improvements in daily government operations and public service delivery.

Walson-Jack highlighted that technology alone is not enough, stating that successful digital transformation relies heavily on three core pillars targeted at enhancing digital literacy and capacity, streamlining administrative workflows and reshaping institutional mindsets toward technology.
Scope of the Committee’s Assignment
The newly formed committee has been tasked with developing a comprehensive Digital Transformation Implementation Framework and Roadmap. The strategy will directly address governance and operational policies, system interoperability across agencies, advanced cybersecurity measures, sustainable financing models, and human capacity development.
Leadership and Strict Timelines
The committee, which is chaired by Deborah Odoh, the Permanent Secretary of the Federal Ministry of Budget and Economic Planning, is expected to submit their initial report within one week.
Nadungu Gagare, the Permanent Secretary of the Federal Ministry of Communications, Innovation, and Digital Economy, is optimistic that the committee will deliver a practical, sustainable, and inclusive framework tailored for the Nigerian Civil Service.
The upcoming report will serve as the blueprint to establish a high-level Steering Committee, which will be chaired by the Head of the Civil Service, to provide strategic direction for the nationwide rollout.
