Civil Society Coalitions Reject Proposed Nigeria Tobacco Control Bill 2025 Over Public Health Concerns

A coalition of over 100 civil society groups have rejected the proposed National Tobacco Control Act (Amendment) Bill 2025, labeling it a severe threat to public health.

Operating under the umbrella of the Nigeria Tobacco Control Community, the groups argue that the new legislation systematically weakens existing safeguards against tobacco and emerging nicotine products.

Loopholes for E-Cigarettes and Vapes

Speaking at a media briefing, the coalition raised alarms over specific provisions in the bill that could create dangerous loopholes.

Experts warn the gaps will allow tobacco companies to aggressively promote and sell emerging products, including vapes and e-cigarettes, nicotine pouches, and heated tobacco products (HTPs).

The coalition strongly faulted the introduction of “tobacco harm reduction” objectives into the legal framework. They argued that tobacco industries frequently manipulate this concept to market newer, highly addictive products as safe alternatives to conventional cigarettes.

Demands for Transparency and Public Review

To prevent a rollback of public health achievements, the group demands immediate recall of the bill to allow for what it terms a transparent review driven by health experts.

They are also demanding for the publication of all committee reports, voting records, and stakeholder submissions.
