ICPC Submits Report on Fake Presidential Agency To Tinubu, Recommends Prosecution of Adeyemi Matthew

ABUJA — The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has uncovered a massive syndicate involving a fake presidential agency and recommended the immediate prosecution of its mastermind, Adeyemi Matthew.

This was revealed in an interim report submitted to President Bola Ahmed Tinubu following an intensive investigation into the fraudulent entity.

Fake Appointment and Forged Documents

According to the anti-graft agency, Adeyemi Matthew paraded himself as the head of the “Presidential Food Intervention Program Committee” (PFIPC).

However, ICPC investigations confirmed that Matthew was never appointed by the Federal Government. The commission established that the PFIPC was never created by any law or executive order.

Furthermore, forensic analysis revealed that the appointment letter presented by Matthew was completely forged.

No Government Funds Disbursed

In a bid to reassure the public regarding national resources, the ICPC confirmed that no Federal Government funds were approved or disbursed to the fictitious agency.

The investigation also cleared the systems of both the State House and the Central Bank of Nigeria (CBN), noting that no security or financial loopholes were compromised by the fraudsters.

More Fictitious Agencies Uncovered

The probe took a wider turn as detectives uncovered two additional fake agencies created by Matthew. These include: FCT Investment Promotion Agency, Foreign Investment Promotion Agency/PPP. Both entities were operated illegally without government authorization or legal backing.

Institutional Gaps and Recommendations

While government systems remained uncompromised, the ICPC identified critical gaps in inter-agency verification and oversight processes that allowed the fraud to go unnoticed for a period. To prevent future occurrences, the commission has recommended immediate prosecution of Adeyemi Matthew for forgery and impersonation, strict sanctions against public officers who failed to conduct proper due diligence and comprehensive institutional reforms to tighten inter-agency verification.
