The US Imposes Visa Restrictions on South African Officials Over Farmland Expropriation and Race Policies
The United States government has enacted a targeted visa restriction policy penalizing South African officials and individuals linked to uncompensated land seizures and alleged racial discrimination against minority populations.
Announced by US Secretary of State Marco Rubio under the direction of the Donald Trump administration, the measures bar entry to foreign nationals deemed responsible for, or complicit in, the implementation of laws that enable property confiscation, government-sponsored bias, or the incitement of violence.
The sanctions, authorized via Section 212(a)(3)(C) of the Immigration and Nationality Act, can also be extended to the immediate family members of targeted individuals. Washington implemented the targeted restrictions following claims that the South African government ignored previous warnings regarding human rights.
According to the State Department, the policy builds upon Executive Order 14204, titled “Addressing Egregious Actions of the Republic of South Africa,” which outlines severe anxieties regarding racially motivated crime, Black Economic Empowerment (BEE) mandates, and dehumanizing chants directed at the Afrikaner minority.
US officials assert that these land and social initiatives destabilize the regional economy and fundamentally violate the core pillars of American foreign policy.
Context and Historical Background
The Land Reform Dispute: The core friction between Washington and Pretoria stems from South Africa’s Expropriation Act 13 of 2024, which allows the state to seize certain agricultural properties with “nil compensation” under strict public-interest conditions (such as abandoned or speculative land). While a 2017 land audit revealed that white South Africans (making up roughly 7.3% of the population) owned 72% of individually held farmland, the Trump administration views the remedial legislation as state-sanctioned theft targeting ethnic minorities.
Deteriorating Diplomatic Relations: Bilateral ties have sharply declined since Trump returned to office. In February 2025, President Trump halted direct foreign aid to South Africa and introduced specialized refugee resettlement programs specifically prioritizing white Afrikaners. Tensions have been further aggravated by South Africa’s geopolitical positioning, including its genocide case against Israel at the International Court of Justice and its strengthening ties with Iran.
Pretoria’s Response: South African President Cyril Ramaphosa has consistently rejected Washington’s claims, labeling accusations of “white genocide” or systemic persecution as blatant misinformation.
